I actually am also not the biggest fan of Takeover Tuesday. I feel like it's the content of supporters being shoved into your face, while there are non-supporters who also make awesome stuff. Also, I can for sure agree with the "Make it worth my time" thing, and It seems like there's too much they present me, this site is only so big.
On top of that, I have a big problem with having envy, which can just be too much if the day is going bad. Takeover Tuesday does not help in that regard
What I usually do when crappy art is featured during 'Takeover Tuesday' is to give it the rating it deserves. But for what it's worth, I think I know at least one of the crappy submissions which you are referring to and they have gotten their 0.5 stars from me. And then I blocked their stuff so I'll never have to see it again. Eye cancer avoided!
If they want to pay money to NG, just to get 'more' bad ratings, _I'm_here_for_it!_ I hope they create 200 subscriber accounts so Tom Fulp can buy the mods some tasty Mexican food. ;)
On a more practical note: My bookmark for logging into NG is set to my account page ( https://www.newgrounds.com/account ), so I don't even see the front page once on some days.
